What does the Oregon Dream look like?

“We have teamed up with Troy Fowler and Skyline Homes on a design I would call Northwest Contemporary,” Ritz said. “We wanted to start fresh ? clean lines, more open spaces and more light.”

The exterior of the home will feature a mix of stone elements with cedar siding that will be stained instead of painted for a natural look. Stone, wood and tile on the interior will add to the organic feel of the home.

Ritz describes the look as a “less complicated architecture. But it’s not going to be sterile. It will have a warm, light, livable feel,” she said.

Being a showcase for the type of high quality construction Stone Bridge Homes NW is well known for, ?The Oregon Dream? also will show off the builder’s dedication to energy efficiency and customizability.

WASHINGTON (AP) — The average rate on a 30-year fixed mortgage has fallen to its lowest level on records dating to 1971.

The rate on the most popular mortgage dipped to 4.15 percent from 4.32 percent a week ago, Freddie Mac said Thursday. Its previous low of 4.17 percent was reached in November.

The last time long-term rates were lower was in the 1950s, when 30-year loans weren’t widely available. Most long-term home loans lasted 20 or 25 years.

Few expect record-low rates to energize the depressed home market. Over the past year, the average rate on the 30-year fixed mortgage has been below 5 percent for all but two weeks. Yet prices and sales remain unhealthy and are holding back the overall economy.

Five years ago, the average 30-year fixed rate was near 6.5 percent. In 2000, it exceeded 8 percent.

Most homeowners are paying rates more than a full percentage point higher than the current average. The average rate on all outstanding mortgages is 5.3 percent, Freddie Mac said, citing data from the Bureau of Economic Analysis.

After previous recessions, housing accounted for 15 percent to 20 percent of overall economic growth. This time, in 2009 and 2010, housing contributed just 4 percent to the economy.

“The housing market is not going to turn around because of this, because it isn’t the mortgage rate that matters,” said Joel Naroff, head of Naroff Economic Advisors. Naroff blamed the “horrendous” process of qualifying for a mortgage despite tougher lending standards. He said trying to sell a home in many markets is just as difficult.

Many would-be buyers can’t take advantage of the low rates. The unemployment rate is 9.1 percent, few Americans are getting raises and many are struggling to shrink their debt loads.

Banks are also insisting on higher credit scores and larger down payments for first-time buyers. Many repeat buyers have too little equity invested in their homes to qualify for loans. Others are too nervous about the economy or their job security to invest in a home.

The average rate on a 15-year fixed mortgage, which is popular for refinancing, fell to 3.36 percent, also a record low. It’s the third straight week of record lows for the popular refinancing option. Freddie Mac’s records date to 1991, but analysts believe the new low on the 15-year mortgage is the lowest ever.

Borrowers who qualify have rushed to refinance and take advantage of the low rates. Refinancing accounted for 70 percent of mortgage applications in the first half of the year, Freddie Mac said. Refinancings tend to provide less benefit to the economy than home purchases do.

Mortgage rates typically track the yield on the 10-year Treasury note. Economic fears have drawn investors to the safety of Treasurys, driving down the yield on the 10-year note to barely above 2 percent. That helped lower mortgage rates.

The Federal Reserve offered a dim outlook of the economy last week, saying it expects growth will stay weak for two more years. As a result, the Fed said it expects to keep short-term rates near zero through mid-2013.

Roughly 14 million Americans remain unemployed. And the economy isn’t creating enough jobs to rapidly trim that figure. The economy grew at an annual rate of just 0.8 percent in the first six months of this year, the slowest such pace since the recession officially ended more than two years ago. In June, consumers cut spending for the first time in 20 months.

Fewer Americans bought previously occupied homes in July for the third time in four months, the National Association of Realtors said Thursday in a separate report. It said sales fell 3.5 percent last month to a seasonally adjusted annual rate of 4.67 million homes. That’s far below the 6 million that economists say must be sold to sustain a healthy housing market.

To calculate average mortgage rates, Freddie Mac surveys lenders across the country Monday through Wednesday of each week.

The average rate on a five-year adjustable-rate mortgage fell to 3.08 percent, its lowest level on records dating to January 2005. Last week’s reading of 3.13 percent also was a record low. The week before was, too.

The average for one-year adjustable-rate loans fell to 2.86 percent, the lowest on records going back to 1984. Last week’s average of 2.89 also set a record.

The rates do not include extra fees known as points. One point is equal to 1 percent of the total loan amount.

The buzzing of table saws, the thwomp-thwomp of nail guns and the grinding of gears on a heavy truck could be heard in NorthWest Crossing – sounds that have all but faded away from much of Central Oregon.

Construction workers were busy framing Craftsman and Tudor Revival homes in the west Bend development. A roofer tacked down shingles. A dump truck rumbled down Drouillard Avenue, bringing material to a dusty lot where another construction worker was preparing the ground for a new home.

Despite the continuing rough housing market, the mixed-used development – with an office, restaurant and retail center surrounded by about 600 homes – has outpaced any other development for building permits during the last 2½ years, city building permit applications show.
Local builders have sought an increased number of single-family home building permits each year since 2007, according to city records, applying for at least three times as many as builders in other developments in 2009, 2010 and so far this year.

Permit requests for single-family homes more than doubled from 23 in 2007 to 62 last year. For the first six months of this year, 48 permit applications have been filed. The next closest number of permit applications is 13 for the Renaissance at Shevlin Park, just north of NorthWest Crossing, on Shevlin Park Road.

Whether existing homes in NorthWest Crossing have held their value better than others around Bend is unclear.
Figures from The Garner Group, the listing agent for community developer West Bend Property Co., show an average home sales price so far this year that’s about $38,200 higher than the average in 2010.
But last week, the Central Oregon Multiple Listing Service showed three NorthWest Crossing homes with asking prices 15-35 percent lower than the amounts for which they previously sold.

Citywide, the average sales price for the second quarter fell nearly 6 percent year over year, according to the Central Oregon Association of Realtors.
NorthWest Crossing has ridden the downturn and weathered the 18-month recession that officially ended in 2009, through smart planning early on and key decisions made as the housing market began to plummet in 2007, said David Ford, general manager of the development.
The community’s design is a main reason for the continued interest in the development. NorthWest Crossing features both single-family and town-home styles with strong architectural elements. There are restaurants and offices within walking distance. Manufacturing businesses fill out the mixed-use plan. Businesses also started locating in the area, including Ruff Wear, Two Old Hippies, Breedlove Guitars and the American Licorice Co.

The houses and retail spaces are interconnected by skinny streets, sidewalks and trails. Alleyways place cars behind houses making front porches the prominent feature instead of garages.

The houses feature Craftsman bungalow and midcentury modern designs. There are Prairie-style houses that mimic Frank Lloyd Wright designs. Instead of using one or two builders, the developers opened up the development to a “guild” of about 25 builders. Virtually every home looks different from its neighbors.

In fact, NorthWest Crossing has no model homes. Instead, the builders choose from five architectural styles with corresponding design guidelines.
“We really wanted it to be very diverse,” Ford said, “because we wanted it to appear like a natural extension of Bend’s west side.”
Diversity in economics is also important, with some homes being offered through Housing Works. Purchasers own their homes, but lease the land for a small monthly payment. This reduces the sales price.

Location also helps. It sits at the edge of the Deschutes National Forest and less than a mile from Phil’s Trail, one of the region’s best known mountain biking routes.

Schools fill out the mixed-use plan. Within NorthWest Crossing’s boundaries are High Lakes Elementary School and Summit High School, which draws students from west of Third Street and U.S. highways 97 and 20.

All of this planning – including decisions to leave old tall pines, junipers, and an abundance of sagebrush in park and riparian areas – led the development to be named one of 48 finalists for the Urban Land Institute’s Awards for Excellence and featured in the organization’s annual publication “Best Practices in Development: Award-Winning Projects of 2009.”

The brains behind all this planning are two developers who had already built several of Bend’s signature communities.
Mike Hollern, CEO of Brooks Resources, developed Black Butte Ranch, Awbrey Butte, Mount Bachelor Village and others. Mike Tennant, owner of Tennant Developments, built West Bend Village, The Homes of Shevlin RiverFront and Miller Heights.

The two formed West Bend Property Co. in 1998 and bought the original 483 acres that would become NorthWest Crossing.
More than a year before submitting plans to the city of Bend, Hollern and Tennant took their proposal to residents.
“It was kind of a big experiment,” Ford said.

When Hollern and Tennant submitted the proposal in 2000, Bend’s municipal code did not even allow a mixed-use community, Ford said. But city planners supported what one of them in 2001 called “one of the largest, most complex projects the city has reviewed,” according to Bend City Council meeting minutes.

Crews built the first home in 2002, just as Bend home values began the climb. Median-home prices would peak at $396,000 in May 2007, according to the Bratton Appraisal Group.

Home building continued to soar in 2007 with builders applying for more than 700 permits for single-family homes. At least 20 subdivisions recorded 10 or more permits each.

City records show five subdivisions sought more than 25 single-family home building permits each. Two developments, Gardenside, in southeast Bend, and Parkway Village, in northeast Bend, accounted for 40 applications each. NorthWest Crossing sought 23 single-family home permits in 2007.

“It was sell a lot, build a home,” Ford said. “A lot of them would be sold before (construction was) even started.”
But by mid-2007 the market began to change dramatically and by December, the median single-family home price in Bend had dropped nearly $100,000.

Despite all the strengths of NorthWest Crossing, West Bend Property board members realized they needed to cut lot prices in the development, Ford said, but not for a six-month or one-year outlook.

“We needed to go to where we think the market will end up or bottom out,” he said.
The company took the drastic measure of slashing its price for lots by more than half. In 2006, lots on average sold for about $195,000, he said. The company cut those to $80,000 to $90,000 on average, Ford said. Lots continue to list at prices between $75,000 and $127,000, according to the multiple listing service.

“By establishing the bottom sooner rather than later, we were able to calm the market in NorthWest Crossing,” Ford said. “It allowed our builders to be able to buy a lot, build a home and sell it.”

They also changed the development plan, getting permission from the city to reconfigure the phases for building and to sell smaller lots.
“That allowed us to respond to the demand of the market by developing smaller phases,” Ford said, and to bring on smaller lots, which were easier to sell.

Those quick shifts were helped by the fact that Bend residents and would-be buyers had begun to understand just what the developers meant by the mixed-use concept, Ford said. Had NorthWest Crossing launched later, it might not have reached a critical mass of development by 2007.
Still, the economy virtually came to a halt at the end of 2008 and through much of 2009. In December 2008, the city received just 12 applications to build single-family homes. A month later, it fell to just a half dozen.

But building continued in NorthWest Crossing, which applied for 29 permits in 2008 and 34 in 2009. And a number of those were for spec homes.
Greg Welch, owner of Greg Welch Construction, took four lots when they offered them to a group of builders. “They about fell out of their seats,” he said.

West Bend’s price cut made it possible, he said. But Welch also studied the market, learning that buyers wanted to downsize. They wanted smaller homes, around 1,600-1,700 square feet, but still built with quality materials, he said.

Welch redeveloped his floor plans. But with bank financing unavailable, he had to get private financing, although he declined to name the source.
He began building, hoping to sell his homes as quickly as possible. Until recently, he said every house has sold prior to completion. In the last two years, he has built more than 30 homes in NorthWest Crossing, he said, keeping about 50 workers on the job full time. Nearly every week, he said he gets a call from someone on a construction crew thanking him for the job.

But he credits West Bend Property Co.

“The neighborhood owes its success to the developers,” Welch said.

“The Westside will recover first, and I think is starting to recover however, the Eastside is going to take a little while longer,” Kelly Ritz of Stone Bridge Homes NW said Thursday.

The streets of the NorthWest Crossing planned development are lined with houses in their bare bones stages, but most are already sold. Buyers are eagerly looking at homes still on the market even before the front yard is sodded.

Local contractor Neal Hackbarth has been in the business of building homes for 17 years. The last few years have been rough for him, like it has been for most builders in Bend.

“With the crash and everything, I was a custom home builder, and all that business just completely died off for us,” Hackbarth said.

But now his crew is happily framing the first walls for a new home in NorthWest Crossing. He said the Westside community is one of the only places in Bend attracting buyers willing to foot the bill for a custom home.

“Even though the prices are higher here than other parts of Bend, certainly people could go buy a foreclosure or do something like that but it might not be the place they want to raise a family in,” Hackbarth said.

With foreclosures, short sales and houses priced well below what they would have sold for a few years ago, the question is, “Why pay for a costly custom home?”

Sara LaFaver, principal broker for The Garner Group, said for empty nesters, the price to pay for their dream home is much less now then it might be later.

“A lot of people who are getting ready to retire in a few years are purchasing now because they know that the home they want is going to be so much more expensive in a couple of years, or a few years down the road,” LaFaver said.

To be sure, no one is saying the sky’s the limit any more. But “sold” signs are a welcome sign, whatever the circumstances.
